My script binded to that button executes, and gets config file from the server, puts it on my desktop and then sends it via email. To give him that file, I just open necessary tab in the application, and press the necessary button.

Occasionally developer responsible for that web service asks me to get actual production config file from the server.

Note that the ^ means 'start of the line' and the $ means end of the line. This can be accomplished with a one-liner: (type path_to_file) -notmatch "^text to be deleted$" | out-file path_to_file.
